Target shooting

If this was a case of target shooting gone awry, it would be a good time to remind people of safety rules/guidelines for targeting shooting.

Here's what the NRA states its website. Know your target and what is beyond.
Be absolutely sure you have identified your target beyond any doubt. Equally important, be aware of the area beyond your target. This means observing your prospective area of fire before you shoot. Never fire in a direction in which there are people or any other potential for mishap. Think first. Shoot second.

At least you seem to see this accident for what it is: one idiot not following basic safety rules. I am a little surprised that you didn't call for the immediate banning of all firearms. Perhaps you have grown a little.
